Terms of Use

These conditions apply whenever a visitor reads a page, submits a search, or otherwise uses East Hartford Criminal History. Using the service signals agreement with every term below. Anyone who does not agree should stop using it.

NO FCRA USE. This privately operated website has no connection to East Hartford, Connecticut, or any government body. It and its advertising partners do not provide services for credit, employment, insurance, tenant, or other decisions regulated by the Fair Credit Reporting Act. The resource identifies official criminal-record channels serving East Hartford. It is neither a private-investigation firm nor a consumer reporting agency.

1. What This Website Is

This is an independent private reference site. It does not store government criminal records, retrieve official files, perform official background checks, or submit documents for a visitor.

Its function is to identify the proper East Hartford Police, Connecticut Superior Court, DESPP State Police Bureau of Identification, CT DOC, and Connecticut Sex Offender Registry channels, along with optional third-party research tools.

2. Rules for Using This Site

Use is conditioned on an agreement not to:

  • Violate any applicable federal, Connecticut, or local law
  • Threaten, stalk, or harass a person using information found here
  • Use site content for lending, employment, housing, or insurance decisions
  • Attempt unauthorized entry into any system or account
  • Deploy a bot, scraper, or automated collection tool against the pages
  • Interfere with service availability or another visitor's access

3. No Harassment, Stalking, or Discrimination

No information obtained here or through a linked tool may be used to stalk, threaten, intimidate, harass, or unlawfully discriminate. Connecticut General Statutes §54-258 specifically restricts misuse of Connecticut Sex Offender Registry information and provides criminal and civil consequences for prohibited acts against a registrant or family member. Registry publication serves public safety, not vigilantism or blacklisting.

4. We Are Not a Consumer Reporting Agency

East Hartford Criminal History is not a consumer reporting agency under the FCRA and does not create consumer reports, credit reports, or official background checks. Its advertising partners do not offer site tools designed for regulated screening. Information from these pages or linked tools must not be used to:

  • Make hiring or termination decisions
  • Evaluate a rental or housing application
  • Set insurance terms or assess creditworthiness
  • Determine eligibility for a permit, license, or government benefit
  • Carry out any other FCRA-regulated purpose

A regulated purpose requires an appropriate official process through DESPP's State Police Bureau of Identification or a qualified FCRA-compliant provider.

5. No Legal Advice

Site content is not legal advice. General descriptions of East Hartford and Connecticut records cannot determine how a warrant, charge, conviction, erasure rule, or pardon process affects a particular case. Consult a Connecticut-licensed attorney for that analysis.

6. No Warranties

All material is supplied "as is," without a guarantee that:

  • Information is complete, accurate, or current
  • Pages will remain continuously available
  • The service contains no error, defect, or security weakness
  • An outside search result is correct or comprehensive

Charges, dispositions, erasures, and access rules change. Gaps and delays are therefore possible. No page is an official statement by East Hartford Police, a Connecticut court, DESPP, or another public office.

7. Third-Party Services and Links

Links lead to town departments, Connecticut courts and agencies, legal-aid organizations, and outside search providers. Those destinations are independently controlled. We accept no responsibility for their content, prices, availability, or data practices. Their own terms should be reviewed before use.

8. Intellectual Property

East Hartford Criminal History or its content partners own the site's text, graphics, logos, and code. Copying, distribution, modification, or derivative use requires prior written permission.

9. Limits on Our Liability

To the maximum extent permitted by law, we are not liable for loss or damage arising from use of the site, its information, or any linked service.

10. Indemnification

A user agrees to indemnify and hold us harmless from claims or demands caused by that user's conduct or breach of these terms, including related legal costs and fees.

11. Governing Law

Connecticut law governs these terms. Any dispute related to use of the service must be brought in a court located in Connecticut. Relevant public-record access is governed by the Connecticut Freedom of Information Act, General Statutes §§1-200 through 1-259, while criminal-record dissemination and erasure rules appear in Chapter 961a.

12. Changes to These Terms

These conditions may be changed at any time. A revision takes effect when the updated text is posted here.

13. Cutting Off Access

Access may be restricted or ended at any time, for any reason, without advance notice.

14. Severability

If a court finds one provision invalid or unenforceable, the remaining terms continue. The affected provision will be modified only as far as needed to make it enforceable.
